Daphne Rubin-Vega is Deputy General Counsel for Contracts and Real Estate at the NYC Department of Housing Preservation and Development. She represents the City of New York in its capacity as a lender and grantor of federal and municipal funds to affordable housing projects; as a regulator of affordable housing restrictions; and as seller and ground lessor in conveyances of public sites. Daphne has held legal and business roles at the NYCHA and the NYC Department of City Planning. Prior to public service, she was an associate in the land use practice group of Bryan Cave Leighton Paisner LLP and practiced environmental litigation at Beveridge & Diamond P.C.
